American Embassy, London, June 14, 1911. I HAVE the honour to inform you that I am in receipt of a cable from the Secretary of State advising me that the text of the Currency Loan Agreement, together with the statements of proposed expenditures for currency reform and Manchurian development, were sent, on the 12th instant, as a guarantee of general interest and for their confidential information, to the principal missions in Washington, including those of Japan, Russia, Italy, and Holland.
